Physical Description		At first glance, Victor appears to be an average man of Hispanic descent. Black curly hair, cut short, frames a bronzed face with dark eyes and a wide mouth. He has an average build but is long of limb. Closer examination reveals the appearance of complete self-possession, a man who feels as though he is complete control. There is a smattering of small scars on his cheeks and hands, and his clothing choices tend toward the simple and practical.

He is conscientious, deliberate in every action. He keeps a cool head in almost every situation, and keeps his emotions in check. Victor is decisive - he considers the information available to him and chooses the best course of action, whether making decisions for himself or ship full of crew and people. However, he can be very controlling. If something isn't the way he expects, he can fly off the handle. Occasionally, he can fall into being overly analytical and be slow to act. Except for being angry when things aren't "his way", he also shows little to no emotion, and shares very few of his struggles with friends or counselors. It is suspected that these are lingering issues from his time as a Cardassian POW.

Victor was born 2348 in New York City to a large family. They relocated to Chicago when Victor was four years old, when his father, Victor, Sr., was promoted to Regional Director of the Great Lakes Region. While he grew up never wanting for anything, his parents raised him to be very conscientious of the consequences of his actions, especially of how they affect others. This, amongst other events of his youth, has led him to a life of minimalism -- taking what he needs and no more.

So that he could "give back" to a society that had kept him fed, warm, healthy, and safe (his generation, being born around the time of the Khitomer attack, grew up under the looming threat of Romulan invasion), he kept his grades up in high school and applied for Starfleet Academy. He was enthusiastically accepted.

He graduated in the top 10% of his class, and stood proud as the Class Commander swapped his Cadet-4 bars for an Ensign pip and pinned the Starfleet insignia/commbadge to his chest. His first billet was Weapons Officer aboard the USS Yorktown, an aging bucket of an Excelsior.

LTJG Delgado's next assignment in 2373 landed him in the role of Asst. Chief Tactical/Security Officer aboard the USS Appalachia. During his first year aboard Appalachia, Delgado's away team was captured by Cardassian forces while surveying an occupied planet. After months of imprisonment, the survivors were rescued by a squad of Federation Marines. The Marines have held a special place in his heart ever since.

The experience changed Victor on some fundamental level, and left him cold and embittered. Still, he performed his duties as a Tactical Officer exceptionally well as he transferred from ship to ship and was promoted through Lieutenant Commander. Today, the grim, stone-faced officer serves aboard USS Athena as her Executive Officer, a perfect foil to her outgoing and happy-go-lucky CO, CDR Kyle Little.
